AI bunching up & inactive in town battles +CAI siege questio

There is a "bunching up" issue especially in town battles - on three occasions now I've seen the defenders bunch up literally on top of each other, and generally stand around without a plan when defending a town.

Would it be possible to mod the AI (by myself, or by the patch) so that it ignores towns when defending one, and just attacks as per a normal field battle?

Also, when doing multiplayer, I have a rule that you cannot attack a regional capital outright - you must siege one turn or simply be in the city's yellow ZOC for one enemy turn before assaulting the city - creates more field battles and reduces the campaign's "turn-basedness" that causes ahistorical blitzkriegs and sneak capital captures - you have to defeat the enemy on the field first!

Would it be possible to mod the AI so that it has a mandatory 1-turn siege limit as well, so it'd play by the same rules?
